Provision of experienced operations personnel to the project from a review of the initial Front End Engineering Design (FEED) to ensure the design was fit for purpose and optimised to maximise value and investment return. We focused on the operability, maintainability and reliability of the plant, with frequent involvement with Hazardous Operations (HAZOP) & Project Safety Reviews (PSR) to ensure the design met the requirements of sour gas operations (H2S) in an arduous desert environment:
- FEED design optimisation (to meet specific requirements of the gas sales contract).
- Rationalisation of 2 x 60% capacity trains to 1 x 100% (yielding $9.6m savings in CAPEX).
- Identification and appraisal of availability improvements through maintainability in design (88% to 96%).
- Operating cost appraisals and justification for the use of corrosion and erosion resistant materials for pipelines and process equipment.
- Cost justification for simplified enhancement technologies for remote well operation.
- Development of a high level of project definition for the Invitation To Tender (ITT) to ensure performance of lump sum EPCC.
- Specification of EPCC performance incentives and penalties
- Development of the operations HSE policy and Safety Management Systems (SMS).
- Development of emergency response plans.
- Development of operations and maintenance policies.
- Specification of operations and maintenance competency requirements and pre-start-up strategies.
OMV reported the success of the project in a paper titled best practice in the development of the Sawan Gas Field presented to the ATC Conference & Oil Show in Islamabad (2003).
